Germantown Negotiator's Round-Up
This 2-day event is intended for individuals and teams alike and is designed for negotiators who have already attended a 40-hour basic course. Those who are attending as an individual will be placed with other individuals when we get to the scenario-based portion of the training.
Day 1 - Developing Deliberate Strategy
Providing students with a roadmap for an integrated intervention strategy, students will learn the elements of a deliberate crisis negotiation strategy based on an established structure placing emphasis on frequent risk assessments, structured brain storming and decision-making. A dynamic and complex team-oriented Table-top exercise will allow teams to apply the skills learned during the lecture portion of this module.
Regarding the hostages involved in a standoff, students will learn how to interpret the behavior of hostages while in captivity and techniques to use when dealing with them directly. Attendees will also learn how to conduct effective post release/escape debriefings.
Following a morning lecture, attendees will participate in a very challenging and dynamic scenario in the afternoon. The scenario will reflect technique and strategy learned during the morning's presentation.
Day 2 - Using Third-party Intermediaries and Interpreters
Perhaps one of the most common options for resolution during a stand-off is the possibility of using a third-party intermediary to communicate with the subject. Students will learn how to determine the viability and risk-effectiveness of a third-party intermediary as well as practical steps for preparing them to meet law enforcement s goals. Immediately following the module on third-party intermediaries, students will learn of the effective use of interpreters during crisis negotiation.

Scenario Guidelines:
Each team in attendance will participate in their own scenarios. Each of the afternoon scenarios are 4 hours in duration. Up to 5 teams may participate in scenarios simultaneously. The scenarios will be carefully facilitated in such a way as to allow every member of the team to participate in the gathering and management of information and intelligence, the development of strategy, decision-making, crisis negotiation, risk management and documentation.
- Teams are encouraged to use their own equipment however some will be available for use.
- Administrative supplies will also be provided.
- Attendees who are attending without a team may be placed on an ad hoc team, may participate as a role player or may assist with facilitation.
