Sergeant Baker has over 31 years of law enforcement experience working as a Correctional Officer, Correctional Probation Officer and the last 23 years with the Jacksonville Sheriff's Office. Since joining the Jacksonville Sheriff's Office, Sergeant Baker has worked in patrol and as a detective in the Burglary Unit, the Auto Theft Unit, the Aggravated Battery Unit, and the Homicide Unit. Sergeant Baker was promoted to Sergeant in 2009 and supervised a patrol squad and a Task Force while in the Patrol Division.  Sergeant Baker has also supervised squads in the Burglary Unit, the Economic Crimes Unit, and the Violent Crimes Unit in the Homeland Security and Investigations Division.  Additionally, he is a member of an All Hazard Incident Management Team with the Sheriff's Office. Sergeant Baker is a Team Leader with the Jacksonville Sheriff's Office Hostage Negotiator Team and has responded to numerous hostage, barricade suspects and potential suicide incidents. Sergeant Baker has attended numerous crisis/hostage negotiation courses including a 120-hour program with the Institute of Police Technology and Management and numerous state training conferences. Sergeant Baker has received specialized training in the areas of negotiating in a school environment and police suicide awareness.  Sergeant Baker is a staff instructor for the Crisis/Hostage Negotiator Programs at Crisis Systems Management, LLC, and the Center for Advanced Technical Law Enforcement Training and the Midwest Counterdrug Training Center in Des Moines, Iowa. Sergeant Baker is a nationally recognized presenter on crisis/hostage negotiation topics, has been instrumental in developing numerous crisis/hostage scenarios and curriculum, and has served as facilitator and judge at regional and national crisis negotiation competitions throughout the United States. Sergeant Baker has a BS degree in Criminal Justice from Eastern Kentucky University and currently resides in Jacksonville, FL.
